I am not a story teller & never dreamt to adopt “story telling” as my profession or hobby but nevertheless, I am going to tell a true story. The story runs like this.

I have a Bhavi in office. Bhavi has a husband working in the same office. So in the Algebric formula, I have a bhaiya & Bhavi working in the same office. Bhavi is extremely innocent like a dove, capable, kind hearted and posses so many virtues of an Indian woman. These virtues are prominently published in Indian matrimonial sites and persons who posses money, patience and vigilant attitude get these type of virtuous ladies as life partner. It is said that Luck also played a role in marriages.

The story gets a turn. Bhaiya is a dominating, goonda, incapable and posses all the negative qualities. Police sometimes put these type of  men in big houses called as Jail but there are always exceptions to the general Rule. Big men, powerful men, clever men by a special tactics, hard labour combined with a power of money trained their sons and help them to prove as Good Citizens/Good officers/ Good Businessmen etc.

So, story advances is that what Bhavi starts the office work with all sincereity but the cruel Bhaiya immediately stops her and the Bhavi as a follower of “Sati Savitri” keeps silent. Office works stops there. The lower officer in any office like monkeys can jump but wants the command of the monkey king “Vir Hanuman”.

In Ramayan, Prabhu Hanuman was powerful, but this is “Ghor Kaliyug”. So, the poor Hanuman was defeated in a staright fight with our dreaded Bhaiya who proved himeself to be more violent & powerful than the well publiscised “Pappu Bhaiya” and mighty mucle men of U.P political leaders.

We have heard that an Avtar comes to kill a Demon. Police can not act as an Avtar. They act only on the orders of the Home Minister or on payment of their requisite fees which the poor men called as bribe. The Higher officers of Hindustan Govt cannot act because they think positively, issue notes, takes guidance from lower formation / higher places like New Delhi & so on. So, being quite busy & without doing any work makes the Chellas of “Lord Macculay” as perfect officers. It resembles the advertisement of Raymond. Raymond sells their product with a good & catchy slogan “Complete man since 1925”.

I have discontinued about telling of my perfect Bhavi endowed with all qualities which makes a woman a real Goddess. She is in Asok Van. The difference is that Demon king Ravan kidnapped “Sita Maya”, kept in Asok Van and pressurized to become his second wife (ornamentally speaking Queen) but here the HUSBAND himself a senior level Ravan, powerful Ravan. In reel life, the film story writers / Directors have plans for the end of the Villain in their stories but in real life there is no such formula.

Moral of the story is contained in an English proverb ‘What cannot be cured, the same should be endured”. No doubt, it is a pessimistic approach.

In the mean time, the matter can be referred to jan panchayat. I have heard that Naxalites do justice in the dense forests of Dandkaranys where it is told that Prabhu Ram, Laxman & Sita Maya once spent time during the exiles.

Face book ki mahima

I like facebook. In my childhood, I have only one friend i.e Book. I loved to read Books. Now at the sunset of my life, I have also one friend i.e Facebook. Whenever, I feel bored and require help, energy, guidance, knowledge or anything, I come to FB and never feels disappointed. Here, I find friends & contacts. I here express my feelings, love, hate, liking, disliking, ideas & ideas and everything.

FB guides as a friend and not as stern Headmaster. It is like a Coffee house. Everybody talks from his heart & enjoys talking & writing. It is like big & big, very powerful media. Very often, the Indian media people expects money for publishing a news but FB is very liberal> It is free & effective. Lakhs & Lakhs people, small & big, young & old read, write & interacts.

When Insomnia tendency develops, I do not worry, rather I utilize the time. I come to FB & FB never says that time is over. It is 24hrs*365 days.

 

Kya Ho Raha hai Bharat Nirman?

I come across a Refund Claim of a Rent a cab operator. The matter is that a Travelling Agency has provided a Rent -a –cab Service to a Company. As per Reverse Tax mechanism introduced vide Notification 15/2012 dtd 17.3.2012, if the Service Receiver is a Company, then such Company  has to pay 100% Service Tax and the Service Provider is not required to pay any Tax.

By mistake, in the instant case, the Service Receiver Travelling Agency has also paid Service Tax and they want refund of the Service tax paid by them which is excess. As usual, a professional Chartered Accountant came to the office and presented his matter in a very informal, friendly way and with a broad smile in his face.

I questioned to myself, when a Party has paid Service Tax by mistake, he is certainly entitled for the Refund. It should be automatically, promptly and without any harassment. The young Professional deputed by his Owner  posses a perfect knowledge about the law & procedure in the instant case but is still apprehensive about the decision of the Govt Authority and the time that will be required for the disposal of the matter taking into account the lethargy, negligence, whims & fancies, ego, Revenue bias and in some cases lack of knowledge of the Govt officer.

 I looked into the photo of the Govt Calender “Bharat Nirman” hung in the wall of my Hall. It is 1 O’ clock in the night. All the gentle men, normal men & complete men has gone to their bed. Then again, I looked into the photo of the all time Great “Swami Vivekandji” the wall paper pasted in the Desk Top of my Computer.

I murmured to myself- “Ho raha rai Bharat ka Nirman”.

In the dead night I again murmured “Kya ho raha hai Bharat Ka Niraman?”

Answer could not come automatically, easily & effortlessly from my heart.

What a Common man can do in India?

It is a simple question but takes a long time to think and answer and yet we are not sure about the correctness of the answer. Can a common man form a political party. No, Certainly not. A lot of money is required. He can be a member of a political party, can attend a political meeting, caste his vote in election etc & etc.

Next question, can a common man become a big man, rich man, powerful man or a big businessman. The answer is also the negative. He is common man and always remains a common man. It is said that Govt works for him but the fact is just the opposite. He is not asked about anything. He is always ordered and it is his job to obey. He is ordered by a Act/Rule/Order to pay the Tax and he pays it.

The much publicized Act & so called power of sending representatives to parliament is also practically controlled the powerful men. Muscle power, money power controls everything.

The hope which arises in my mind during the people’s movement of Anna Hazare & Kejriwal saheb is that can common man rise to the occasion and will be a deciding factor in ruling the Country.

Everybody hopes so. So, I also hope like positive persons but inside my heart great doubts creeps in.

competent Authority as defined in RTI Act, 2005

I have gone through provisions of the RTI Act, 2005. 

Among other things, the Act has defined “Competent Authority” as follows.

"(i) the Speaker in the case of the House of the People or the Legislative Assembly of a State or a Union territory having such Assembly and the Chairman in the case of the Council of States or Legislative Council of a State; 

 (ii)the Chief Justice of India in the case of the Supreme Court;  

(iii)the Chief Justice of the High Court in the case of a High Court;  

(iv)the President or the Governor, as the case may be, in the case of other authorities established or constituted by or under the Constitution; 

 (v)the administrator appointed under article 239 of the Constitution;"

I fail to understand as to why the framers of the Act have defined this Authority when no function of this Competent Authority has been prescribed. 

Perhaps the framers of Law wants to impress the Citizens of India that so many big Authorities are present in India (!)

Some Bars are not paying Service Tax

CPIO Central Excise Reply letter evidencing payment of Service Tax is uploaded. Bar & Restaurant is a taxable service introduced with effect from dtd 1.5.2011. The last column shows that Savera hotel is registered in 4/2013. It means that this Bar has provided service for the period 1.5.2011 to 4/2013 without obtaining Service Tax Registration & without payment of Service Tax. The "Right Thinking Indians Association" is pursuing the matter.
